The HCES digital service on NTP allows businesses to receive an electronic copy of the clearance status of the goods (digital clearance) through the NTP. This electronic copy will serve as the endorsement of the HCES permit, which is one of the requisite documents to support the zero-rating of supplies of goods which are hand-carried out of Singapore via Changi International Airport. You will not need to use the HCES digital service as you are not required to present the hand-carried goods and export permit to Singapore Customs for inspection and endorsement at Changi Airport if you are exempted from the HCES.
Any business that utilises the HCES and hand-carries goods out of Singapore via Changi International Airport to their overseas customers. Note that the digital clearance will only be sent to the exporter declared in the permit. Companies must sign up for a NTP account and do a one-time subscription to the "HCES" service on the NTP.
Yes, you will still be required to present the goods at the Customs counter at Changi Airport for inspection.
Before producing the goods for clearance, you must register for a Singpass Account and sign up for an NTP Account. You must do a one-time subscription to the "NTP HCES" service on NTP. After your goods have been inspected at the Customs counter at Changi Airport, you will receive the digital clearance in PDF format in your company repository in NTP within 5 working days.
Please login to NTP, go to Data Repository, search for Singapore Customs Partner IN folder to retrieve the digital clearance.
You will need to be subscribed to the HCES digital service on the NTP prior to the clearance of the goods at the Customs counter at Changi Airport. For goods that were cleared before subscription to the HCES service, the digital clearance records will not be routed to your data repository.
You can expect to receive the clearance status within 5 working days of having the goods cleared at the checkpoint.
