Return of supporting documents for selected permits

  • Customs issued a Notice No. 24/2018 informing me that I have to return supporting documents for selected permits via the NTP. Why do I need to return supporting documents via NTP? 

  • Customs has previously announced that Government e-services would be progressively rolled out on the NTP. 

     

  • I noted some conditions (i.e. Z02, Z06 or Z18) issued on my approved permits which requires me to return the supporting documents to Singapore Customs within 48 hours via the NTP. Whose responsibility is it to return the supporting documents via NTP? 

  • In general, declaring agents are responsible for the return of the relevant documents to Singapore Customs upon request or as part of the requirements stated in the permit conditions, where applicable.

     

  • What if my company's Key Personnal is not present to create an NTP Account during the 48 hour period? Will I be penalised for non-compliance to the Z02, Z06 and Z18 conditions issued on my approved permits?  

  • Depending on the circumstances of the case, penalties may be imposed on companies for late submission of the requested documents. To avoid this, you are advised to quickly follow-up on the creation of the NTP Account(s) for all of your staff who needs to submit the supporting documents via the NTP.

     

  • My company has already signed up for the NTP Account. I have recruited a new staff to handle the submission of supporting documents and my Singpass Administrator has already obtained a Singpass for him. Can he proceed to submit the documents via NTP to Permits Compliance Branch of Singapore Customs? 

  • Your company’s NTP Business Administrator must first assign the new staff with the role of "Business User" before he can proceed to submit the permits and supporting documents via NTP.

     

  • How do I submit my documents to Permits Compliance Branch of Singapore Customs?

  • How do I know if my supporting documents submitted to Singapore Customs, Permits Compliance Branch have been uploaded successfully via the NTP? 

  • Upon submitting your documents via the Singapore Customs “Out” folder, a successful submission page will be displayed.

    In addition, when the complete set of supporting documents had been duly received by Customs, Customs will send an acknowledgement letter via email to the Primary Contact person registered in the Customs Account of the Declaring Agent.

     

  • I have uploaded the supporting documents to Singapore Customs via the NTP successfully but my company did not receive the acknowledgement letter from Customs. How do I confirm if Singapore Customs have received the documents?  

  • You will receive an acknowledgement letter only if the supporting documents are successfully sent to Singapore Customs via the NTP.

    Please ensure that you have added Singapore Customs as a Business Partner, and that the supporting documents have been uploaded to the Location:/Partners/Singapore Customs/Out folder.

  • I have already uploaded my supporting documents to the NTP for Permits Compliance Branch of Singapore Customs. Why do I still receive an Offer of Composition from Customs for not returning the documents for my permit approved with Z02 condition? 

  • An offer of composition from Customs was sent to your company as your documents were not successfully sent to Singapore Customs via the NTP in accordance to the Z02 permit condition.

    Please ensure that you have added Singapore Customs as a Business Partner, and that the supporting documents have been uploaded to the Location:/Partners/Singapore Customs/Out folder.

  • I encountered some technical issues while submitting the required supporting documents to Permits Compliance Branch of Singapore Customs. Am I allowed to submit the supporting documents via email instead?  

  • As mentioned in Singapore Customs Notice No. 24/2018, all supporting documents (as indicated in the Z02, Z06 and Z18 permit conditions) and those submitted in response to queries (letter references prefixed with “S” e.g. S19FQ00001) have to be submitted via NTP wef 1 Feb 2019.

    For assistance to resolve technical issues encountered using NTP, please contact the NTP Helpdesk. If you have been advised by the NTP Helpdesk that more time is required to resolve the technical issues, you may write in to Customs_TN48HR@customs.gov.sg to notify Customs by attaching your correspondence with the NTP Helpdesk and your supporting documents. Each submission will be assessed on a case-by-case basis.

     

  • Who can I approach if I have issues relating to the return of supporting documents to the Permits Compliance Branch of Singapore Customs?

  • You may save your supporting documents in a single file, in formats such as JPG, GIF, PDF or ZIP and label the file name accordingly e.g. Z02_IG1234567A, S19FQ00001.
